MINNESOTA CHANNEL: Production Guidelines

Partner Roles
In general, tpt and its non-profit partners share equally in the process of creating programs, with the partner providing the lead in content research and tpt taking the lead in creative program design and presentation. In all cases the FCC requires tpt to exert final "go / no-go" decision on broadcast.

Program Credits
Program credits at the start and end of each program will be of the following form:

"Minnesota Cooks is a co-production of the MN Farmers Union, working to enhance the quality of life of farmers and rural communities, on the web at mfu dot org, and tpt's Minnesota Channel."

Program credits cannot include any direct fund-raising or calls-to-action.

Hosts
For programs requiring a "host" or "interviewer" the Minnesota Channel will seek to employ the services of a neutral person, not closely tied to the issue or organizations involved in the project. An exception would be any case in which the program is explicitly developed around the notoriety, expertise and skill of a single host or host team.

Introductions
Many of the events covered by the Minnesota Channel understandably include long opening comments introducing the sponsoring group(s), their sponsors, contribution information, etc. For broadcast, these introductory remarks will need to be shortened and focused on the speaker or event, not the sponsoring organizations.

Editing
Partners are invited to be part of any editing of a program for broadcast as long as that involvement does not have the effect of changing the substance or tone of the event as captured.



Stages of Production for Minnesota Channel Programs

Content Discussion
A general discussion of goals for the project with all parties involved. Discussion of Minnesota Channel Editorial Guidelines

Budget Discussion
A more focused discussion of staffing, roles, costs and overall budget.

Written Agreement (Content, Budget, Payment)
A formal contract specifying agreements related to content, budget, rights, payment schedules, etc.

Production Commences
Video Production team begins work under the supervision of tpt.

Mid-Point Check-in
An email or face-to-face check-in in which all parties involved to report progress of the production. Mid-course corrections are discussed. Modifications to the plan or budget are agreed to.

Final Check-in and Sign-off
Completed production is reviewed. The final chance for minor changes and edits.

Broadcast
Dates for broadcast premiere are discussed and set.
